New Agency/Program Screening Process & Funding Criteria
New Agencies will be prompted to create an e-CImpact account in order to apply

 

The New Agency/Program screening process officially opens on October 2nd, 2023. New Agencies/Programs must submit their application on or before October 23rd, 2023 at 4:30pm. If selected, new programs/agencies will then be required to submit additional information & participate in a site visit beginning in early 2024 to determine 2025 funding. 

The New Agency Screening Panel, comprised of UWGK volunteers, will review the proposed program application, make a site visit (if deemed appropriate) and/or meet with the agency to discuss the program.  

 

The Community Investment Committee along with the Community Assessment and Planning Committee is interested in new programs that would address the following:

Child Well-being: programs that assist families with children in meeting basic needs including childcare and providing life coaching to teach positive behaviors. (ALICE families for example)

Substance Misuse: programs that target the prevention of substance misuse.

Mental Health: programs that assist individuals with mental health needs in obtaining treatment

Homelessness: programs that assist families/individuals in maintaining/obtaining housing and provide life coaching to improve their ability to stay housed

Racial Equity: programs to improve health, income & education disparities within BIPOC communities

The Screening Sub-Committee will make a recommendation to the UWGK Community Investment Committee (CIC) to accept or decline new program applications. CIC will review the recommendations, vote on acceptance of the recommendations and then seek approval for the recommendations from the Board of Directors.

 

All new programs recommended will then be reviewed and approved or declined at the December 2023 UWGK Board of Directors meeting.  Agencies will be notified of the decision of the Board by December 8, 2023.  There is no appeal process for this decision of the Board.

Community Investment Committee Funding Basic Criteria

The United Way of Greater Kingsport’s (UWGK) Community Investment Committee (CIC) allocates funds to effectively meet community needs through maintaining ongoing relationships with agencies and other community partners.

New agencies who apply for consideration must meet the following criteria:

  1. Tax Exemption – The agency must be a non-profit organization with a 501(c)3 status and adhere to all relevant local, state, and federal rules and regulations. 

  2. Management – A complete roster of the agency’s current Board of Directors must be submitted including the name, address, company name or community affiliation for each director.  The Board of Directors must act with control and oversight and serve without compensation.   They must meet in a quorum at least quarterly and accept responsibility for provision of efficient service to the community. 

  3. Agency Obligations – The agency must observe all policies established by UWGK; cooperate in the broad purposes of the United Way, e.g., the prevention of unnecessary duplication of services and sound planning for the local social welfare of the community; and accept the principles and procedures in the UWGK Annual Member Agency Agreement.

  4. Financial Accountability –All agencies must submit their opening budget for the previous and current year.  Appropriate accounting records and controls must be maintained over the receipts and expenditure of funds.  A Statement of Financial Management Practices and an affidavit from the Board President stating that the agency is following such practices with all incoming and outgoing monies being reviewed by someone who is not authorized to write checks and someone other than the treasurer on a monthly basis is also required.  A copy of the agency’s IRS Form 990 from the most recently completed fiscal year and the issuing of an annual report containing the audited year-end financial statements prepared in accordance with generally accepted accounting principles must also be submitted. 

If the agency has a budget greater than $500,000, they must provide evidence of a yearly audit by an outside independent certified public accountant.  For agencies with budgets less than $500,000 who request or receive UWGK fund contributions greater than $50,000, a financial review by an outside independent certified public accountant is required.  For agencies with budgets less than $500,000 who request or receive UWGK fund contributions less than $50,000, a financial review is not required to be submitted.

  1. Other Funding Resources – The organization must demonstrate that it has and will continue to make every attempt to seek and obtain funding available for eligible services wherever and whenever possible, through federal, state, or local government grants/contracts; other Community Chests and/or United Ways within the applicant’s service area; or private individuals and foundations.

  2. Service Area – The organization must serve individuals in the UWGK service area as defined (most of Sullivan County, Hawkins County within Kingsport city limits and east to Blountville–Zip Codes 37647, 37660, 37663, 37664 and 37665) and be measurably impacting the targeted need in that area.

  3. Community Support – The agency must demonstrate that they have broad-based community support by having a proven track record of service in the community (2+ years), volunteer support, and by successfully conducting independent fundraising campaigns in the greater Kingsport area for the preceding two (2) years.  

  4. Coordination – The agency should avoid unnecessary duplication of services of other organizations, and it must demonstrate willingness to cooperate with other organizations in meeting health and welfare needs within the community. Active networking and collaboration with other non-profit agencies to reduce duplication of services and enhance program and management opportunities is expected.  

  5. Non-Discrimination – The organization must have and implement a policy of non-discrimination and equal opportunity regarding its governing board, staff, and the clients it serves.

  6. Planning – The organization must provide a brief description of the program along with the goals and overall objectives of the program.  In addition, you will need to develop program outcomes that you will use to monitor the success of the program. 


    The level of program funding the agency requests should be determined and evaluated in regard to whether UWGK can support funding at the needed level. 

    Overall, the program should either further enhance existing services provided by Member Agencies (provide the service more efficiently or at less cost) or should serve a new area of need.

  7. Affirmation of Non-Religious Program Support – The organization must use funds to support only those programs that are open to all individuals in the community regardless of religious belief, serve a secular purpose, and do not require individuals to join in religious worship to receive the services that the nonprofit offers.
